"Black Bug is actually Minor Threat, who where actually kidnapped/rescued by chrono terrorists from 2150. The world of 2150 has been reduced to a handful of states that rule through fear and apathy. Everything is controlled and manufactured to specific standards and what is outside of this loop is either ignored or destroyed based on it's perceived level of threat. With resource shortages and famines over the intervening decades, the population is concentrated around a handful of global centers, your New York, Beijing, etc. Those that live further from the these centers are outside of society and often outside of the law. There are those that choose this life and those that by their nature are forced into this existence.  Time travel was discovered as possible a few decades earlier, but through apathy and perceived lack of marketability was never pursued outside of academic circles. By 2150 it is a quaint sort of hobby similar to model railroading or stamp collecting. However those at the fringes, becoming more desperate and militarized have decided to see if time travel can help their cause of toppling the world order from the fringes inward.  Having discovered the Minor Threat Complete Discography in a neglected archive, chrono terrorists or Time Cowboys (their lives are thoroughly soaked in anachronisms) prompted by the example set in another documentary found in the archive (Terminator 2: Judgement Day) set in motion an elaborate plan to go back to the reign of the minor deity Reagan to enlist the help of Minor Threat in changing the future.  Believing from the aforementioned documentary that only living material can be transported through time, the Time Cowboys and Minor Threat arrive back in 2150 with no instruments. The only instruments available that the members of Minor Threat can use are synthesisers from museums and those hand built by other fringers. It is with these tools that Minor Threat, now trading under the more covert name Black Bug begin their battle of culture in the war for the future." _dj lionshead
